Yes. The entire quiz, including map questions, works with no internet connection. The only feature that uses the network is the feedback form.
Beginner through Expert progressively widen the pool of countries you can be asked about, from the most recognisable to the most obscure. Master mode is different: it asks only flag questions, and only about flags that look nearly identical to one another.
Open Settings → Language. The app switches instantly and does not need a restart. It is independent of your phone's system language, and country and capital names are translated too.
Your profile and results are stored in your iCloud account. Make sure you are signed in to the same Apple Account and that iCloud Drive is enabled in iOS Settings. Deleting the app removes the local copy but not the iCloud copy.
